These pages are published for reading, quoting and sharing, and the terms fit on one screen. Quote the journal with the sentence intact and the citation attached, because a code section without its section number is a rumor; share a page with its date, because dog law of last year read as dog law of this year is a different text.
The text and the citations
The prose of the journal belongs to the journal. The statutes, decisions, ordinances and regulations it quotes belong to the public that reads them: the citation carries the source, and the citation travels with every quote. Bulk republication of whole pages is the line where quoting stops and copying starts; a link does that job better anyway.
The scope of the information
What the journal publishes on law and on health is general, dated, and read at the source: it describes what a code section says and what a survey measured. A specific dog, a specific bite, a specific treatment belongs to the people standing next to that dog: the decisions are made with a treating veterinarian and, where law is involved, with counsel reading the actual file. The pages here are the reading that comes before those conversations.
